Joe Doggett describes his annual pilgrimage to Alaska and Newhalen Lodge near Lake Iliamna in southwest Alaska's Bristol Bay regio. Besides pointing out the almost mythic quality of the rainbow trout fishing in that area, Doggett notes the increased threat of "subsistence fishing" -- new rules that are being exploited because of the lack of enforcement -- in this remarkable area. What are the changes beinmg proposed? I know back a few years ago there was a real fear in BC for the rainbows but as we all know there are times of higher and lower levels just because of fluctuations in weather and the environment

Doggett is referring to the 2006/2007 Fisheries Regulations of the Federal Subsistence Management Program, which allows for taking a limited number of wild rainbows in the area. I think the crux of his argument is that if there is minimal or no enforcement, allowing any take is opening the door to abuse, and that some streams can't handle it.
