A Vermont conservation group plans to join in a cost-sharing agreement with the U.S. Forest Service to help improve trout habitat in the Batten Kill. "For years, scientists have puzzled over the declining numbers of trout in the river that runs through Dorset, Manchester and Arlington before entering New York state.
